California Approves Animal Cannabis Products Guidances

California’s Department of Cannabis Control (DCC) has adopted new regulations allowing the manufacture, distribution, and sale of animal cannabis products within the state’s adult-use market. These products are subject to nearly all the same requirements as cannabis products for human consumption, with additional safeguards specific to animal use.

Animal cannabis products are limited to edibles, orally consumed concentrates, and topicals, and may contain no more than 1 mg of total THC per package. Sales are restricted to adult-use licensees and may be made only to individuals 21 and older. Products intended for animals raised for food or for livestock are strictly prohibited.

The rules define animal cannabis products as those intended for use on or consumption by animals commonly kept as pets, such as dogs and cats. Products such as flower, pre-rolls, vapes, kief, inhaled concentrates, and suppositories are excluded and may not be sold for animal use.

DCC emphasized that the THC cap reflects an evidence-based approach, as current research does not support the safety of high-THC products for animals. While THC is tightly limited, no potency restrictions apply to other cannabinoids, including CBD.

Manufacturers must update standard operating procedures, quality plans, and master manufacturing protocols before producing animal cannabis products. Licensees are also required to properly identify animal products in the track-and-trace system and exercise caution with ingredients, as many substances safe for humans—such as chocolate, xylitol, caffeine, alcohol, and certain solvents—may be harmful to animals.
